SSTTAC Issues Report on Growth of Chinese Stainless Steel Pipe Industry

WASHINGTON, May 14 /PRNewswire-USNewswire/ -- The Seamless Stainless
Tube Trade Action Committee (SSTTAC) today released a report titled
"Rigging the Game: A Report on Chinese Government Subsidies to Seamless
Stainless Steel Tubing Producers." The report describes the extensive
efforts of the Government of the People's Republic of China (China) to
encourage long-term development of a large and growing stainless seamless
pipe (SSP) industry in China. These efforts are in accordance with
industrial policies to support industries that are critical to the growth
of China's economy; to ensure that the Chinese government maintains control
over those industries; to facilitate exports of SSP from China; and to
displace SSP imported into China with SSP produced in China. The SSTTAC's
report also identifies a host of governmental measures benefiting SSP
producers in China that Chinese authorities have implemented to carry out
these industrial policies.

David A. Hartquist, the SSTTAC's legal counsel, said, "While SSP
producers in the U.S. have been forged by market forces, the Chinese
government has implemented a comprehensive set of measures pursuant to
industrial policies designed to create industries and state-owned
enterprises able to compete internationally following China's accession to
the World Trade Organization

(WTO) in December 2001. The actions taken by the Chinese government are
resulting in an unprecedented expansion of China's SSP production capacity
and raise serious concerns about whether those actions are WTO-consistent.
Clearly, a number of China's measures are not in compliance with China's
obligations under the WTO's agreements."

In 1999, China imported more than 80 percent of the stainless steel
that it consumed. The Chinese government responded to this increasing
dependence on imports in the late 1990s by implementing polices and
measures to support indigenous production of stainless steel products. By
2006, China had become the world's largest producer of stainless steel,
increasing its production by more than 60 percent year-on-year. The China
Stainless Steel Enterprise Association reports that China continued to
expand stainless steel production capacity at a staggering rate in 2007,
increasing 36 percent from the previous year to 7.2 million tons, and is
expected to add an additional 25 percent in 2008 to 9 million tons.

While precise figures regarding the SSP production capacity and output
in China are not available, investments by Chinese SSP producers in recent
years provide a clear indication that the SSP industry in China is
undergoing explosive growth. Additional information can be found in the
